Successful achievement of the goals stipulated by the Decree of the President of the Russian Federation of May 2018, clarified by the national projects, requires direct participation of all categories of the personnel of metallurgical and mining industry. This could be achieved through motivation of the personnel to increase national economic growth rate as a main condition for increase of their personal labor remuneration. The dependence of salary of the workers on the results of the labor should be increased accordingly. Statutory formalization of the lowest grade salary at the level of minimum wage will not promote such motivation. The first part of the article gives reasons for such conclusion. The differences in the tariff systems and tariff rates of the enterprises arise from the technological differences in the production, workforce productivity and regional characteristics of labor market. The incentive and social support system should be used to motivate the personnel to achieve the strategic goals of the company and increase the operational effectiveness through workforce productivity increase. Such approaches should be used in the projects exercised by the Federal Center of Competences in Labor Efficiency — the operator of National project “Labor productivity and employment support”. Accordingly, the second part of the article justifies the necessity to improve the wage framework and the existing practice of wage raise. The article suggests stipulation the mechanism of the material raise of wage in the labor contract with the employee using the potential of digitalization. Remuneration system and its structure should provide for each employee the possibility of wage raise based on the workforce productivity increase, professional competences, personal and enterprise performance results. The article provides recommendations for improvement of Industry Tariff Agreement and collective agreements with their adaptation to the key goals of national projects.
