Currently, the world community is forced to live in a situation of global instability. The reality of the modern world has become the increasing ambiguity and uncertainty of the directions of world development, due to the emergence of new growing centers of development and the strengthening of their influence on the formation of world economic trends. The development of Russia in this “crumbling world” of global instability should be based on those conditions that have an internal nature. Such endogenous development conditions include the presence of a powerful natural resource potential, the strategic management of which is a factor in ensuring national security. A modern feature of functioning of the global economic space is the development of political architecture of the world, which requires taking into account the dynamics of changes in the factors of ensuring national security. One of the latter is the ‘resource factor’. The fact of the presence or absence of natural resources generates external and internal threats to national security. Subsurface resources do affect, to a greater extent than other natural resources, the state interests, so the strategic management of subsoil use is one of the key factors in ensuring national security. Steady functioning of a state is possible after the formation of the system of economic security and a key role in this belongs to resource security. Optimal parameters of the rational use of mineral resources are the real basis for increasing revenues from external economic activity. The modern system of taxes and payments for the use of mineral resources in Russia is ineffective enough to contribute to the development of the mineral and raw materials sector of the economy. The main principle of paid taxation of subsoil use in Russia should be the rental principle. It is necessary to improve institutions and policies of stimulating the economic growth in order to effectively use natural assets. The subsoil use audit and the institute of appraisers of the value of mining property should be introduced. Classification of risks in the sphere of subsoil use includes geological, economic, legal, financial-economical, organizational-productional, regional-political and corruption risks. The strategy of the national subsoil management in the context of the economic security of Russia should provide minimization of these risks.
