Abstract

Modern energy efficient mechanisms of management at Russian and CIS mining enterprises are insufficient and ineffective, which is clearly expressed in most energy intensity branches of industry. Complex structure of mining, as well as incomplete systems of control, accounting and analysis of energy resources consumption are the main reasons of high energy intensity. Up to date, the issues of management of energy resources consumption, energy saving and increasing of energy efficiency have been considered only as the technical issues with obvious underestimation of usage of the management theory. For this reason, results of energy saving and increasing of energy efficiency at most enterprises are not so great as they might have been. Analysis of foreign experience in formation of organizational and administrative measures for implementation of national programs of increasing of energy efficiency in mining industry shows the important function of energy management mechanisms, based on requirements of International Standard ISO 50001:2011, by the example of uranium mining enterprises of Republic of Kazakhstan. This article considers the industry performance issues, analysis of energy consumption at certain mines, and proposed system of energy efficient mechanisms of management (based on requirements of International Standard ISO 50001:2011). There is also considered the analysis of possibility of usage of local alternative energy sources, which are prospective for application in energy isolated areas, according to the climatic conditions of region. Implementation of system of energy efficiency management at uranium mines of Republic of Kazakhstan requires the solution of the following tasks:
• research and specification of natural and climatic conditions, which cause the disruptions in supplies of electric power and diesel fuel and make some difficulties in identification of the development directions of enterprises at managerial and technological levels;
• systematization and realization of energy saving reserves due to implementation of organizational innovations in the form of effective mechanisms of energy management and technical innovations, aimed at improvement of energy efficiency;
• development and implementation of technically and economically justified projects of alternative energy for the purpose of improvement of reliability of the enterprises functioning and reduction of dependence from foreign energy supplies in specific climatic conditions.
