Abstract

The article gives evaluation of the mine waste disposal strategy as one of the key aspects of the environmental safety of the Russian Federation. The waste accumulation dynamics shows that mine waste make on the average 92.4% of the overall volume of waste in Russia, whereas the content of valuable components of old mine waste is comparable with the commercial content of new deposits currently under mining. This allows assuming mine waste the industrial raw material and considering waste storages as the promising technological deposits. The article gives characteristic and appraisal of mining and metallurgical waste accumulations. The key aspects of the mine waste utilization concept, and the development principles and trends of the mine waste processing and use technologies are defined. The setup root principles of the environmental safety are to be the guidelines in the modern mine planning. Successful implementation of the environmentally balanced geotechnologies in Russia is illustrated. The authors validate the priority technological solutions on mining and metallurgical waste utilization. The technical-and-economic evaluation of the market potential of mine waste gives evidence of efficiency of the technologies developed for active utilization of waste in mines. Expeditious measures and preferred ways of achieving the set objectives are determined. It is proved that the soundintensity development of natural mineral fields within the environmentally balanced circuit of the combined physico-technical and physicochemical geotechnologies using mineral waste allows longterm preservation and mining of subsoil.
