Abstract | Under transition to the market-oriented economy, it is highly important to find a science-based approach to the problem on stimulation of labor efficiency. This problem is only possible to handle with the ordered system of sound rational activity promotion, including all aspects of workflow management, considering the entire complex of technological, technical, economical, organizational and legislative factors. It is worthy of mentioning that coal mining remains the most labor consuming, hazardous and aurdious industry, which elevates the significance of new approaches to efficient engineering and managerial decision-making. It’s hardly a secret that the Russian economy suffers low efficiency of labor. As per the evidence of the Organization for Economic Co-Operation and Development (OECD), labor efficiency in Russia is estimate as USD 24 per man per hour, which is 39 % of the labor efficiency in USA. The companies from the list of top business leaders in Russia have on average USD 183 thousand of annual receipts per an employee. This figure is 3.4 times lower than in the largest companies in Japan, three times lower than in the countries of Western Europe and in USA and 1.7 times less than in the top corporations in Russia’s BRICS partner countries. In coal mining industry in recent years, the works on the generalization and expansion of the advanced interindustry and foreign experience gained in management and generation of performance ratings have been nearly scaled down. The modern conditions make extremely significant not only coal production output growth but elevation of its efficiency, operational economy, overall saving of resources, production cost reduction at quality and competiveness improvement, activities toward decrease in labor intensity and substantial increase in labor quality standards. In this context, the search for the inner incentives towards higher efficiency of labor should lay an emphasis on quality of analytical investigations carried out by coal mining companies. Of no less importance is also the economic and mathematical modeling. |
