This paper covers potential economic and organizational measures to ensure more efficient mineral use on the example of the Republic of Karelia through the work of a regional intersectoral science and technology complex. The advantages and disadvantages of systemic solutions to such problems previously adopted in the Russian Federation are analyzed. Using the example of major intersectoral science and technology complex projects completed in the previous years and with account of the new social and economic realities, costeffective structures may be formed to facilitate a technological and industrial breakthrough and enable economic circulation of the currently unused or marginally used natural resources. It appears that, in contrast to the intersectoral science and technology complexes of the Soviet period, a regional intersectoral science and technology complex should consist of the following units (clusters): a management unit for scientific, technical, and engineering developments with an advanced electronic database and effective digital modeling capabilities based on artificial intelligence, with mandatory cooperation between scientific and engineering organizations within the unit; a unit for the comprehensive technical and economic analysis of promising developments and their evaluation in terms of both commercial attractiveness and national and strategic significance, which should include a project investment management service; a unit for organizing the manufacture of high-quality mining machines; a unit for organizing operational training of innovation-oriented engineers in response to the rapidly changing demand for specialists in the priority areas; a unit for continuous interaction with relevant state and regional authorities; and a unit for an effective system of quality management and supervisory follow-up. A comprehensive organizational design must be developed as the initial step in the creation of a regional intersectoral science and technology complex.
