Systematic grounds for the problem of investigation of managing development of a large industrial complex in iron and steel industry has been revealed. Structural-functional invariant of the system of managing development of a large industrial complex in iron and steel industry, where regulation is provided by 4 regulating contours with feedback, is presented. Subordinating effect on low-level subsystem is occurred in this case using special remedies.
