Maintenance of ecological safety in economic activity of the enterprises is one of the major problems of modern economic development. In the middle of October, 2010 the Ministry of Natural Resources of the Russian Federation has brought in the government six bills, directed on environment protection. In reforming of the ecological legislation the essential place occupies the bill on rationing of negative influence on environment. According to the bill on perfection of system of rationing in the field of preservation of the environment and introduction of measures of provision of economic incentives of managing subjects for introduction of ecologically “pure” technologies, it is offered to divide the enterprises into groups on influence degree on environment:

For the enterprises with insignificant influence declaring is entered;
For the enterprises with moderate influence specifications on technically well-founded volumes of influence that corresponds to the European practice affirm;
The law on rationing of negative influence on environment.
For the enterprises having the maximum influence on environment, transition to a principle of the best accessible technologies is offered, for the purpose of its realization it is necessary to make within three years a directory of the best accessible technologies with the description of technological processes.
Transition to new system of rationing will occupy 10 years. As much it was required in due time for the organization of similar process in the European Union.
