There are presented the main sections of the legal document, issued in the form of a statement by an expert group, which combine for about 20 leading experts from all countries, developing nuclear energy. The importance of the content and the purpose of each section is shown, including the problems of nuclear energy, risks and possible threats to public health and safety in terms after the accidents at the Chernobyl and "Fukushima-1” Nuclear Power Stations.
