The existing technological structure of economics of Northern mineral raw material regions does not meet the requirements of the sustainable development and does not facilitate the maintenance of the current level of regional competitiveness.

The principle of comprehensive usage of mineral raw materials could be taken as the basis of the competitiveness increasing strategy of these regions. Rather than separate highly specialized enterprises, the polymorphic structures like clusters are the most expedient form of social production organization from both economic and ecological points of view. The practical implementation of such principle can objectively cause a “chain reaction”: the growing demand on the innovation technologies from Northern mining companies; — increasing of volumes and research quality; — rising innovativeness of regional economics.

One of the peculiarities of Northern mineral raw material regions is the prevalence of single industry towns in the settlement structure, which were found due to the presence of large mineral deposits and creation of the extraction and processing industries (city forming enterprises) for their development. This circumstance should be taken into account with the measures elaboration for the competitiveness increasing of regional economics.

The analysis of technological development tendencies shows that the economics transition to the innovation development way and competitiveness increasing of Russian Northern regions is only possible in case of the complex reforming of scientific and technical sphere from the basic research to the production of final output and the global market entry.
